Queen’s University
Graeme has been the Open Government Librarian at Queen’s University since 2014, and currently chairs the OCUL Government Information Community’s Digitization Working Group. He is also a co-investigator on the SSHRC-funded Canadian Census Data Discovery Partnership project. Graeme’s current research interests focus on how Canadian government information is disseminated, accessed, and preserved.
Cordoso, Tom
Secret Canada
Tom Cardoso is an award-winning journalist who has written on everything from federal lobbying practices to UFOs. A Brazilian based out of Toronto, he is a member of The Globe’s investigations team.
Tom has an unorthodox background for a reporter, having started out as a graphics and data editor; because of this, his stories occasionally involve complex data analysis. He is also an avowed filer of freedom of information requests.
His most recent project was “Secret Canada,” an 18-month examination of Canada’s broken freedom of information regime. Among other things, he looked at how Ottawa has allowed immigrants requesting their own case files to overwhelm the federal access system, the events that left Newfoundland and Labrador with the country’s strongest access laws and the lack of consequences for public servants suspected of illegally destroying documents.

Marionne is the Manager, Reporting Services, with Hansard Services at the Legislative Assembly of British Columbia, where she manages the team of editors and researchers who are responsible for producing the transcripts of the Assembly's debates and committee meetings. Prior to joining LABC in 2022, Marionne was the Assistant Manager with the Hansard branch of the Legislative Assembly of Manitoba, and she previously worked in the world of academic research and publishing, including at Oxford University Press.

Charles started at the Legislative Library of BC in 2005 and is currently the Manager of Technical Services and Systems. He has been a Board Member of BCLA, a member of the planning committee for the Vancouver Island Library Staff Conference, and part the of BCLA mentorship program. He has taught classes at UBC’s School of Information and presented and at a variety of conferences. In his spare time Charles enjoys playing Dungeons and Dragons, logging movies on letterboxd (68 entries for 2024) and playing pickleball.

Spencer is a legal and social researcher with the BC Freedom of Information and Privacy Association, and is currently leading an empirical study into how public bodies in BC co-ordinate secrecy and disclosure under freedom of information laws. He is an affiliate at the Center for Information, Technology & Public Life at the University of North Carolina at Chapel Hill as well as at the Secrecy, Power, and Ignorance (SPIN) Research Network based jointly at the GW4 alliance universities of Bath, Bristol, Cardiff, and Exeter in the United Kingdom. He co-drafted the first student press protection legislation in Canada in 2021 and was the Book and Periodical Council’s Co-Champion of Free Expression for 2023, awarded for his "major contribution to the defence or promotion of free expression in Canada.” Spencer was also previously a research fellow with the Library Futures Institute at New York University in 2023 and serves as the Opinion Editor for The Ubyssey. He recently joined the Board of Unlock Democracy Canada and studies political science, information science, and sociology at the University of British Columbia

Todd has a Master’s Degree in Public Administration with a local government focus, from the University of Victoria. Todd is a part-time instructor at Capilano University, teaching courses in Local Government Administration, Services, Finance, and Leadership. Todd’s hobbies include playing something that resembles recreational hockey, and recovering from the injuries that this activity inflicts upon him.

Recently, Danielle provided communications advice for the Ministry of Indigenous Relations and Reconciliation and the Ministry of Transportation and Infrastructure. She was also the Marketing and Communications Manager for the Canadian National Institute for the Blind (CNIB).

After working as a government information librarian for almost two decades, she co-edited the award-winning collection, Government Information in Canada (2019) and was a founding member of the Canadian Government Information Digital Preservation Network (CGI DPN). Her current research interests include the exploration of the impacts of copyright anxiety and related legal chill.
